The company’s founder, Mr. R. Scott Wills, began his work in the field of collision analysis and reconstruction in 1979. Mr. Wills worked for several years in the patrol division of the Baltimore City Police Department. After that, Mr. Wills became a member of the agency’s Traffic Investigation Unit, which was responsible for the investigation of all fatal, possible fatal, and police involved motor vehicle collisions. The unit and its members were further charged with the investigation of fixed wing and rotary aircraft accidents, all fatal industrial and train collisions.

In addition to his many years as a field accident reconstructionist, Mr. Wills would ultimately serve as the agency’s lead collision analyst. In this capacity Mr. Wills would assist the field reconstructionists with their cases and perform analysis work on high profile collisions and those involving multiple fatalities. During this period of time Mr. Wills also provided instructional courses and acted as a consultant to various governmental agencies in the area of accident reconstruction and related forensic analysis work.

Mr. Wills began his work in the private sector in 1986 with the creation
of R. Scott Wills, Inc. Since 1986 he has provided accident reconstruction and forensic analysis services relating to civil and criminal matters for private attorneys, public defenders, states attorney’s offices, government

legal offices, insurance companies, and engineering and investigative firms throughout the Mid-Atlantic area. Mr. Wills has also provided expert trial and deposition testimony for his clients in these criminal and civil matters in district, circuit, and U. S. District courts throughout the Mid-Atlantic area.

During his decades of work for the citizens of Baltimore and as a private sector consultant,
Mr. Wills has been the recipient of many awards for his work in the fields of accident

reconstruction and law enforcement. These have included awards from the Mayor of the City of Baltimore, The City Council of Baltimore, The Veterans of Foreign Wars, The Lions Club, and the Baltimore City Police Department.

Mr. Wills was granted full accreditation as a Traffic Accident Reconstructionist from the Accreditation Commission for Traffic Accident Reconstruction (ACTAR).
